Hong Kong Institution of Certified Auditors (HKICA) Joins Hands with Hong Kong Construction Materials Association (HKCMA) and Hong Kong Metropolitan University (HKMU) to Host a Seminar on the Building Technology Research Institute (BTRi) new Construction Product Accreditation Scheme (CPAS)

In collaboration with the Hong Kong Construction Materials Association (HKCMA) and Hong Kong Metropolitan University (HKMU), the Hong Kong Institution of Certified Auditors (HKICA) will host a professional seminar on the Building Technology Research Institute (BTRi)’s new Construction Product Accreditation Scheme (CPAS). This seminar is essential for construction materials suppliers, distributors, agents, purchasers, Testing & Certification practitioners, architects, engineers to master the latest work on innovation construction materials as well as providing a comprehensive overview of the CPAS.

This partnership with HKCMA and HKMU is a testament to our shared mission of elevating professional standards. The CPAS is a vital tool for professionals to ensure robust governance and compliance, providing a clear competitive edge.

The CPAS simplifies the product approval process for project teams. Through the scheme, BTRi conducts a technical review of products submitted by suppliers and awards a certificate to those that meet the project specifications and established standards. Project teams can then refer to the online list of CPAS-approved products, streamlining procurement and enhancing quality assurance.

By launching CPAS, the construction industry's will receive support to move towards greater efficiency and reliability. This program reduces administrative burdens and empowers project teams to make informed decisions quickly, backed by technical verification.

2025年3月31日，粵港澳大灣區計量檢測認證發展促進聯盟第一屆二次理事代表大會在深圳順利召開。本次大會總結聯盟以往開展的工作，討論和探討聯盟未來的發展規劃。

會議審議通過了《聯盟章程》修訂案和《聯盟成員管理辦法》；審議通過了新增兩家理事單位：香港專業審核師學會和澳門綠色低碳產業協會；審議通過了新增四個分技術委員會：粵港澳大灣區融合技術委員會、檢驗檢測技術委員會、計量技術委員會、AI集成應用技術委員會。各分技術委員會分別介紹了2025年工作計畫，這為聯盟深度細化開展各領域工作提供了有力支撐。

HKICA/深圳職業技術大學碳中和研究院成為相互認可機構

為了協助香港人考取國內碳人員資格，香港專業審核師學會/深圳職業技術大學碳中和研究院 已達成 溫室氣體碳審核師和碳排放管理員考試及培訓相關的安排，並於22-1-2025 簽署合作協議。

深職大/HKICA成為相互認可培訓機構，安排學員在深圳參加碳排放管理員考試 (提供繁體中文語言考卷) ，為符合要求香港申請人提供碳排放管理員內容培訓。

HKICA作為檢測認證專業學會及人員認可機構，積極推廣碳排放管理員培訓課程及考試，協助香港碳人員考取國內碳專業資格。課程及考試安排稍後公布。

HKICA 2024CPD-02 Technical Visit to MTR 1201 Tung Chung Line Extension (TUE) Project – Tung Chung West Station & Tunnels

HKICA organized a technical visit to MTRC Contract 1201 on 31.8.2024. A total of 25 members attended the visit.

The MTR 1201 project is a 1.3km westward extension from the existing railway tunnel of Tung Chung Station and the new Tung Chung West Station near Yat Tung Estate. When completed, the TUE project will improve railway accessibility to Tung Chung West and Tung Chung East areas and will be a key component of the transport infrastructure to support the Tung Chung New Town Extension development. The project was commenced in 2023 for target completion in 2029.

With the informative presentation by the Project Director of  Bouygues - Dragages (1201) Joint Venture (BDJV), Ir Ivan CHAU and his project team staff, the visitors have learned the quality management, material testing and contract audit in an MTR new railway project in the visit and various challenges in this TUE project.

Green House Gases Carbon Auditor Training (Aug 2024)

This two-day course covers major ISO standards associated with conformity assessments of the validation and verification systems of the GHG. An overview of the requirements and general guidelines in applying and implementing of the GHG verification & validation standards is provided. Participants who work in certification bodies, consultancy firms, testing laboratories, factories, product suppliers, building contractors and governmental organizations are highly recommended.

Latest development of IPC

HKICA President Dr Tommy Lo was re-elected as the Chairman of IPC (11/2023-10/2025) in the BoD cum AGM meeting held in Glyfada, Athens, Greece in October 2023. This being his second term of Chairmanship of IPC.  Dr LO will lead IPC to continue exploring and developing relevant personal schemes that serve the industry when there is a need. In response to the hugh demand for professional auditors in Greenhouse gases verification/validation and ESG reporting, IPC, as a leading international personnel certification body, is obliged to adapt the society need for certification of competence of international professionals in a variety of categories and keep abreast on latest development of the certification market.  In this regard, IPC has endorsed the IPCVVB Verifier/validator Personal Certification Scheme for both the industry and verification/validationbodies/registrars (VVB) in the 2023 Athens AGM meeting.

IPC AGM 2023

Our president, Dr Tommy LO, was re-appointed as the Chairman of the International Personnel Certification Association (IPC) for 2 more years in the General Assembly and Executive Committee Meeting held in Athens, Greece in October 2023.  Members were briefed with the status and trends in the development of personnel registration and certification during the meeting.  The IPC Secretariat reported to the meeting on the duration and turnover of the IPC, the signing of the Mutual Recognition Arrangement (MLA), the memorandum with the International Accreditation Forum (IAF), and the income and expenditure of funds.  HKICA and CCAA jointly proposed Carbon Auditor Certification Scheme was officially endorsed as the IPC Certification Scheme at the meeting.  Mr Huang Jixian, the vice chairman of IPC and Secretary General of CCAA, briefly introduced the development of personnel registration business of China Certification and Accreditation Association in the past year, reviewed the recent main work achievements of IPC, emphasized the importance of joint efforts of all members to promote the development of global personnel registration and certification.

 

Seminar on Integrity and Professional Development in Testing and Certification Industry

Our President, Ir Dr Tommy LO, was invited as the guest speaker for the seminar "Integrity and Professional Development in Testing and Certification Industry" 「檢測認證誠信及專業發展研討會」held at the Lecture Hall, Hong Kong Science Museum on 18 September 2023.  The semianr is joitly organised by Hong Kong Council for Testing and Certification (HKCTC) 「香港檢測和認證局」,  Hong Kong Accreditation Service (HKAS) 「香港認可處」and Hong Kong Business Ethics Development Centre of Independent Commission Against Corruption (ICAC) 「廉政公署香港商業道德發展中心」.  HKICA is one of the supporting orgnisation for the seminar.

The 5th China Quality Conference

The 5th China Quality Conference was held in Chengdu Century City International Conference Centre, China from 1-3 September 2023.  The theme of the conference is "Qualaity Evolution and Cooperation in Econmomic Recovery (經濟復甦中的質量變革與合作).  Our President was invited to deliver a presentation in the Sub-forum V on the subject "Cooperation between Quality Foundation Transforamtion and Market Interactive (質量基礎變革與市場互動合作) in the capacity of Chairman of the International Personnel Certification Association (IPC).

HKICA Personnel Certification Scheme for GHG Carbon Auditors

The HKICA Greenhouse Gas (GHG）Carbon Auditor Certification Scheme provides certification bodies, verification/validation bodies, and stakeholders with a competency reference for greenhouse gas practitioners. It is a recognition of the professional status of greenhouse gas carbon auditors and sets a clear certification criteria for registration.

This plan sets out the expertise, skills and competency requirements for GHG carbon auditors which enhance the credibility of GHG carbon audits in the verification/validation process and ESG reporting.

The HKICA GHG certification scheme does not identify the areas in which the personnel's technical competencies apply. There are two auditor grades that greenhouse gas practitioners can apply for, namely HKICA certified GHG carbon auditor and HKICA registered GHG carbon auditor.

HKICA will organise training course to facilitate applicants to apply as registered or certified GHG Carbon Auditors.  The first training course is scheduled for 26-27 October 2022.  Click here for course details.

香港專業審核師學會溫室氣體碳審核員人員認證計劃，向認證機構、驗證/確認機構、及利益相關者提供一個對溫室氣體從業者的能力參考。是對溫室氣體碳審核人員專業地位的認可及設定了明確的認證/註冊基準。

這計劃定訂了溫室氣體碳審核員的專業知識、技能和能力要求，以提高溫室氣體碳審計在驗證/確認標準、和ESG 報告方面的可信度。

HKICA 溫室氣體碳審核員人員認證計劃並沒有確認人員的技術能力適用在何種領域。溫室氣體從業人員可申請的兩個審核員等級，分別是HKICA認可溫室氣體碳審核員和HKICA註冊溫室氣體碳審核員。

香港專業審核師學會會舉辦培訓課程，協助申請人申請成為註冊或認證溫室氣體碳審核員。第一個培訓課程計劃於2022年10月26至27日舉行。點擊此處了解課程詳情。

Registration Scheme of Quality Testing Engineer

HKICA Established a Registration Scheme of Quality Testing Engineer (QTE) HKICA’s newly established Quality Testing Engineer (QTE) registration scheme is based on the ISO/IEC17024 international standard. The scheme provides clear certification criterias on professional knowledge, skill and competent requirement of engineers engaged in quality production control, inspection and testing; and requirements for continual professional development. The scheme ensure the validity of test results. Engineers engaged in testing of construction materials can also obtain the professional engineer title of the Guangdong Institution of Engineers（GDIE）through the reciprocal recognition arrangement of the Greater Bay Area. The professional title of construction materials testing engineer from GDIE provides a unified professional competence standards for enterprises in the Greater Bay Area for recruiting quality management production control, testing and technical personnel. The arrangement also provide new market opportunities for testing engineers in Mainland and Hong Kong. Mr Andy YEUNG is a Chartered Quality Professional (CQP) and fellow of the Hong Kong Institution of Certified Auditors (FHKICA) and the Chartered Quality Institute (FCQI), as well as Member of the Institute of Engineering & Technology and is registered Principal Auditor with the International Register of Certificated Auditors (IRCA). Mr. Yeung was headhunted from UK by MTR in 2019 to spearhead the handling of the Commission of Inquiry into the Shatin-Central-Link quality incident and as advisor to top management leading the investigation. Currently, Mr. Yeung is managing the Engineering Assurance Section involved with the “Second of Defence” on all future new line extension projects and developing good practices and techniques in supporting the Corporation’s “Centre of Excellence”.

Webinar on “Carbon Audit and Greenhouse Gas Emission Verification to ISO/IEC 14064-1-2-3 “ Jointly organized by HKIE-EVD, CVD, AMC and Hong Kong Institute of Certified Auditors Date, Assembly Time; Place 22 January 2022 (Saturday), 9:45am -12:00nn; Programme Highlight In Glasgow of this November 2021, the COP-26 Climate Summit is one of the biggest events of our time. The world’s powerful economies are targeted at 2040-60 for the carbon neutralization in order to reduce the potential threats resulted from the extreme climate change. The publication of ISO/IEC 14064-1-2-3 helps the international arena the methodology to be adopted for the “Validation & Verification Body (VVB) for the Greenhouse Gas (GHG) Emission”. This “Standards” set out for operation on the confirmation of the trustworthy and validity of any carbon footprint audits. The speaker will focus based upon the global perspective on how to conduct a proper legitimate carbon footprint audit for most of the general organization and also mentioning some specific organizations such as steel mills and cement plants of an economy. The objective of which is mainly used for carbon trading in terms of green bonds and/or green finance. A universal system is now being established to implement the accreditation of GHG VVB based on the ISO 14065 and ISO 17029.

MoU with GDIE

We are pleased to announce that HKICA has signed the Mutual Recognition Agreement (MRA) with The GuangDong Ceramic Society (广东省硅酸盐学会) and The Guangdong Institution of Engineers (GDIE) (广東省工程師學會) on 20 May 2022. Through the agreement, the HKICA Construction Materials Testing Engineer (建筑材料质控检测专业工程师) and 广东省硅酸盐学 会非金属材料(建筑材料检测)专业工程师 are mutually recognized.The MRA promotes the Hong Kong Testing, Inspection and Certification professionalism in GBA; helps HKSAR youngers to join the testing our Industry and works in GBA. It reduces the pressure of manpower shortage of Hong Kong TIC trade. In longterm, it facilitates cross border supervision/inspection of construction products manufacturing and testing; products/services supplied to HK.Together with the MRA we signed last year (11 July 2020) with Guangdong Province Product Certification Services Association, HKICA reached full professional mutual recognition with The Guangdong Institution of Engineers (GDIE).

Webinar on “A new Professional for Greater Bay Area cum Engineer Certificate Presentation“

HKICA Webinar Title: Quality Management Engineer : A new Professional for Greater Bay Area cum Engineer Certificate Presentation (Co-organizers :  Hong Kong Institution of Certified Auditors and the School of Science and Technology of Hong Kong Metropolitan University)  was held on 17 September 2022 (Saturday). 

Certificates were presented to 11 Fellow Quality Management Engineers (資深質量管理工程師) and 2 Quality Management Engineers (質量管理工程師) before the talk by the Guest of Honors Ir Dr the Hon LO Wai Kwok, SBS, MH, JP. Member of Legislative Council of Hong Kong SAR and President of HKICA Ir Prof Tommy LO. The QME of the Guangdong Institution of Engineers is accepted as a professional title (職稱) in mainland.

HKICA was interviewed by TVB and 香港商報 after the seminar.  廣東省工程師學會 announced immediately after the seminar on the granting of the certificates.
